Project won't open from icon on Project Center (Project Server 2013)

I can open the project from Project Pro while logged into PWA, but the project won’t open when I click on the icon next to the project name from Project Center.  Nor will it open using the ribbon => Open => Open in Project for Editing (or for
not editing). I don’t get an error, nothing happens.  We have installed SP1 and the CU from October 2019.  We are running Windows 10 and Project Pro 2016 on the desk top.  Any suggestions?
